1. Whether your pictures are saved to a storage device or hard drive do not fool around by it any more than you need to. Every time you are writing to your disk or card the less of a chance you've got of recovering your pictures.
2. For memory cards try washing the contacts having a pencil eraser. Then clean with rubbing alcohol along with a cotton wool ball. This saved among my old cards which in fact had corroded contacts and would not read.
3. Find a good program for photo restoration. Some will do more harm than good use pursuit.
I did my research and also the software I found themselves using was recommended on the lot of digital photo forums.
